I just received a new Technique Junkie newsletter and this is one of their new techniques, called Up and Over. Basically, you stamp with black ink and then metallic pigment ink and emboss with metallic powder.
I'd say this looks quite summery. The stamps are from Club Scrap and Paula Best. Thanks for looking.
